During the pre-trial investigation, the investigation established that Deputy of the Kharkiv Regional Council from the political party “Servant of the People” Serhiy Yurievich Fedorik and Deputy of the Novomoskovsk District Council from the political party “Proposition” Ihor Ivanovych Gurtovoy involved the state registrar of the Novomoskovsk City District Department of Justice in the Dnipropetrovsk Region Elena Yuriivna Kulish and a teacher from the Novomoskovsk College of Economics and Law named after S.V. Litvinenko Olga Leonidivna But organized a fraudulent scheme to acquire land plots on the territory of Novomoskovsk district of Dnipropetrovsk region, by forging sales contracts, a certificate of the right to inheritance under a will, and issued ownership rights to land plots for herself and other controlled persons. Later, these plots of land were transferred to an agricultural enterprise owned by the deputy of the Kharkiv Regional Council, Serhii Fedorik, in order to receive an illegal reward.

In particular, the investigators found that during 2018-2019, the former head of the Novomoskovsk District State Administration Igor Ivanovich Gurtovy, who in the past was an official dealing with land allocation issues, developed a criminal plan, for the implementation of which he involved his roommate Olga Leonidivna But. Gurtovyi also involved other persons in his criminal plan, including a former subordinate who worked as a driver, as well as close relatives and acquaintances, who were supposed to act as nominal owners of illegally registered land plots for this criminal group, and later transfer such land plots to a controlled to the farm of Serhiy Yuriyovych Fedoryk.

With regard to the persons involved in this criminal case, that week the Dnipro Industrial Court considered the request of the investigators for a preventive measure of detention for the state registrar Elena Yuryivna Kulish and Gurtovo’s roommate Olga Leonidivna But.

But Olga Leonidovna, the court set bail in the amount of 1.4 million hryvnias.

The court set a bail of UAH 600,000 for state registrar Olena Yuryivna Kulish.

Ihor Ivanovich Gurtovyi – residents of the Novomoskovsk district have long known his personality, from 2005 to 2010, Mr. Gurtovyi was the head of the Novomoskovsk district state administration, during his work in this position in the Novomoskovsk district, a lot of state land and land of the forest fund passed into private hands. There was an investigation, but it did not end in anything, the land passed into private hands and no one was held accountable for it. There is an opinion that it was Mr. Gurtovy, while holding the position of the head of the Novomoskovsk District State Administration, who developed criminal schemes for acquiring agricultural land plots and implemented them when he held this position, and when he left office in 2010, he did not stop there, created a criminal group and continued to implement his schemes and  take away land from states, communities and ordinary people.
Now Mr. Gurtovyi is a representative of the political party “Proposition” and with the help of Serhii Khrapov and Oleksandr Vilkula, he got the position of Manager of Affairs of the Executive Office of the District Council.

Serhiy Yurievich Fedoryk – citizen of Ukraine, higher education, member of Kharkiv Regional Council “Servant of the People” PE, Universal-Agro Agricultural LLC, legal consultant, residence: Novomoskovsk, Dnipropetrovsk region, no criminal record.

According to the data of the registers youcontrol.com.ua, Fedorik Serhiy Yuriyovych is mentioned in relation to the following companies: “FEDORIK” “UNIVERSAL – AGRO” LIMITED LIABILITY AGRICULTURAL COMPANY “ISIDA AGRICULTURAL COMPANY” “ORGANIC – PRODUCT” “EVA-AGRO 2021” “TEST” 2000 “KOLOS-AGRO” “UNIVERSAL-AGRO 2015” “TRANSIT SERVICE” “KOLOS PRIORILLA” “SMK RETAIL” “SG AGRO-GROUP” “ERUDITUS” “ECO – SAD”.

According to the information of law enforcement agencies, Serhiy Fedoryk was repeatedly caught by law enforcement officers, so in 2021 NABU dealt with Serhiy Fedoryk, who forgot to enter UAH 2 million in the declaration, but he managed to avoid responsibility.

Messrs. Hurtovoy and Serhiy Fedoryk are linked by a long-standing business friendship, it is Serhiy Fedoryk who is the final beneficiary in these criminal schemes, having forged sales contracts, a certificate of the right to inheritance under a will, a criminal group, with the help of a private notary, registered the ownership of land on controlled persons plots, and then the group re-registered land plots for farms controlled by Serhii Fedorik.

As noted by the law enforcement officers, an important role in the criminal group was played by Olga Leonidivna But, the roommate of Mr. Hurtovoy. According to the materials of the investigation, the greater part of the land plots obtained illegally thanks to criminal schemes were registered specifically for her and her close relatives.

The criminal group would not be able to exist and implement its plans and stolen land plots without its notary and state registrar, who for money turned a blind eye to forged documents and whose actions helped the group avoid responsibility and legalize stolen land plots.
We are talking about a private notary, a person who, unfortunately, is not known to us, and state registrar Olena Yuriivna Kulish, who knew and understood well that she was helping a criminal group to steal land from communities, people and the state by her actions.

We will remind that the state registrar of Olena Kulish, father Yuriy Oleksandrovych Kulish is a private notary and also a former investigator of the Novomoskovsk inter-district police.

It will be very difficult for Olena Kulish to explain to the investigation why she was carrying out the tasks of a criminal group, and the refusal – “I didn’t know”, “I didn’t understand”, “I don’t remember” will not pass. You will have to answer according to the Criminal Code of Ukraine!

As we have already written, the court decided to release from custody the members of the criminal group Olga But and the state registrar Оlena Kulish, but it is not clear why the court made such a decision and why the investigators do not appeal this decision.

It is also unclear why not all the participants in this criminal case were taken into custody. And why did the participants of the criminal scheme, who played an equally important role in the criminal group, remain at large.

It is unclear why the investigation does not reveal the identity of the private notary.

In our opinion, a private notary can destroy evidence that the law enforcement officers do not yet know about and can find out only after questioning witnesses and other persons involved in the case.

Also, after returning to her duties, the state registrar of the Novomoskovsk city-district administration of justice in the Dnipropetrovsk region, Olena Kulish, got the opportunity to destroy evidence that the law enforcement officers do not yet know about.

It is unclear for what reasons the Dnipro Industrial Court released on bail a member of a criminal group who played an important role in criminal schemes – O.L. But

Once free, Olga But, with the help of her husband Ihor Gurtovoy and his accomplice Serhiy Fedoryk, will try to silence the witnesses and destroy the evidence that the investigators did not find. Gurtovyi was already under investigation for a similar case in 2009, but was not yet in custody. The group managed to intimidate the witnesses, after which the investigation fell silent and the case fell apart.

Investigators and judges must also understand this well!

The director of the college Lyubov Pihotina could not help but see that her patron lives, as they say, on the loose and is constantly absent from work because she flies abroad on vacation.

Bail in the amount of UAH 1.4 million. Olga But made an immediate deposit to get out of custody, and it looked like these 1.4 million hryvnias. they just lay in her purse for small expenses.

Average citizens, residents of Novomoskovsk do not have such money at all, and even more so for small expenses. And now, when there is a war in the country, and every person gives his last to the Armed Forces, ordinary citizens cannot dream of such money at all.

But the members of the criminal group under the leadership of Igor Gurtovoy have such money after searches and serving the suspect, and we think that they are not the last.

In the video, the candidate for deputy of the Novomoskovsk District Council, Ihor Ivanovich Gurtovy, speaks before the voters on Heroiv Square in Novomoskovsk and frankly sends the residents of the city and district… away.

And after that, he was elected a deputy of the district council from the political party “Proposition“.

Social media users have been discussing this event for four weeks, and most people are sure that this organized criminal group, which has existed for more than two decades, will definitely destroy evidence, intimidate witnesses, bribe investigators and judges, and will continue to be free to continue taking land from people. as it was before in the Novomoskovsk district. Numerous complaints and appeals to the President and the Head of the Ministry of Internal Affairs and Communications of Ukraine yielded nothing, the criminal group existed, paid off and continued on its way.

That is why people do not believe in the inevitability of the Law this time either, because they have already passed and had the opportunity to see how the noisy detention of this gang ended earlier.

Unfortunately, residents of the Novomoskovsk district know Mr. Gurtovoy, Olga But, and farmer Serhiy Fedoryk well, who the next day told his friends that the law enforcement officers would put a checkmark for the report, tell them how much money to bring and delay the case, and then close it.

It is clear that we will continue to follow the events surrounding such a high-profile case, but if the progress of this criminal case is not monitored and covered, it can be put on hold.

And that is why we believe that the investigation of this criminal case, which is unprecedented for the Novomoskovsk district, should be taken under the personal control of the Minister of Internal Affairs of Ukraine, Ihor Volodymyrovych Klymenko.
