Prosecutors of the Vinnytsia Specialized Prosecutor’s Office in the Field of Defense of the Southern Region approved and sent to trial an indictment against a deputy of the Vinnytsia Regional Council of the 8th convocation – a serviceman of the Territorial Defense Forces of the Armed Forces of Ukraine, accused of evasion of military service and fraud.

The pre-trial investigation established that the deputy was called up for military service at the beginning of the full-scale invasion. In November 2022, he misled his command by reporting the need for him to perform certain tasks to attract charitable assistance outside the military unit.

In fact, the deputy did not begin the duties of military service, but left for his place of residence in the city of Tulchyn, Vinnytsia region. Thus, he did not actually perform his official duties until May 2023, when his actions were exposed by law enforcement officers.
During this period, the accused illegally received monthly cash benefits and additional payments for military personnel. The total amount of illegally received funds is almost UAH 200,000.

The actions of the accused were qualified under paragraph 4 of Article 409 and paragraph 2 of Article 190 of the Criminal Code of Ukraine, and a preventive measure in the form of detention was chosen for him with an alternative in the form of bail in the amount of 242 thousand UAH, which was paid.

The pre-trial investigation was carried out by investigators of the State Investigation Bureau in the city of Khmelnytskyi with operational support of Security Service of Ukraine Department and the Strategic Investigations Department of the National Police of Ukraine in Vinnytsia region.
